Your Excellency, perhaps the committee chairman may be absent, and the deputy will substitute for him. Therefore, for accuracy, it is better to say “session chairman” instead of “committee chairman.” I mean “committee session chairman,” because Article 5 states: “In the absence of the chairman, the rapporteur shall act on his behalf.” Therefore, whoever chairs the session will be the deputy, not the committee chairman. This is better in terms of wording.

And in the case of the chairman’s absence… the session chairman.

Yes, and therefore in these cases – for more precision – we say “session chairman.” We do not know who will chair the session; it could be the session chairman or his deputy, who is the rapporteur. Thank you.
